Cross-national studies often link Western education with liberal-democratic reform in graduates’ non-Western home countries. Yet they tell us less about how this influence works. Reviewing research on Western-educated political and administrative elites, this paper argues that Western education may not reliably produce liberal-democratic attitudes, reformist behavior, or political influence. Its value lies instead in skills, credentials, networks, and credibility, whose use depends on home-country conditions. These resources may support reform and institutional modernization, but they can also remain limited, serve authoritarian agendas, or reinforce existing power structures.
